In response to reducing the spread of COVID-19, the City of Winter Haven had previously passed and extended a number of emergency Ordinances requiring masks/face covering when in public settings inside the City limits. On September 25, Governor Ron DeSantis issued Executive Order 2020-244 which prohibits the City from collecting any fines or penalties associated with COVID-19. In light of the Governors order and the reduction in the Winter Haven area infection rate, the City Commission will allow Emergency Ordinance O-20-39 to expire October 15, 2020 at 11:59 p.m.
The City Commission strongly encourages the use of face coverings/masks when in public settings, especially when other social distancing measures are difficult to maintain. Social distancing, hand washing and staying home if ill or if there is exposure with someone with COVID-19 is also strongly urged. The City’s policy to require masks in City facilities for both employees and customers remains in place. Business owners are permitted to make their own determination as to whether employees and/or customers should wear masks

• $15,000 – For nonprofits with annual budgets under $500,000 • $30,000 – For nonprofits with annual budgets between $500,000-$1,500,000 • $45,000 – For nonprofits with annual budgets over $1,500,000 If an organization has already received funds from a Small Business Grant through Polk CARES, that amount will be deducted from any funds disbursed. Who: Nonprofit organizations that experienced business interruption during the COVID-19 pandemic. This does not exclude organizations that have already received Polk CARES funding, but the amount your organization has already received through Polk CARES will be deducted from the amount you will receive through Polk County Nonprofit COVID-19 Relief. In order to qualify, organizations must be able to provide a 501(c)(3) Determination Letter, ACH Form and Signed W-9 Form. The organization’s address must be within Polk County, Florida. When: Applications must be submitted by October 7, 2020. Applications will be reviewed by the UWCF team and updates on fund distribution will be provided via email by October 23, 2020. The Board of Directors of the Greater Winter Haven Chamber of Commerce has voted to take a position against Amendment 2, the job-killing minimum wage amendment. It is important to note that we believe in working towards living wage. But this particular amendment is not the right way to accomplish it.
Misconceptions About Minimum Wage according to the Florida Chamber of Commerce
1.) Most minimum wage employees work for big businesses that can afford to pay their employees more. FACT: According to the US Census Bureau the majority of the minimum wage workforce is employed by small, local businesses. Many of these small business owners are already struggling to stay in business due to coronavirus and can’t afford the added costs of a $15 minimum wage. 2.) Increasing the minimum wage is the best way to fight and reduce poverty in Florida. FACT: Minimum wage increases are not an effective anti-poverty tool. Just 35% of those living in households with incomes under the federal poverty line were employed at any point during the year. Worse, by increasing the cost of everyday goods a $15 minimum wage will make many of the poorest Floridians even poorer. 3.) A $15 minimum wage will ensure everyone currently earning less than $15 an hour is better off. FACT: Many workers see reduced benefits with higher minimum wages. Loss of free food, uniforms, product discounts, training, vacation and personal time, tuition reimbursement, and more. Researchers have also found that businesses will be forced to reduce hours to make ends meet, ultimately offsetting 4.) Increasing the minimum wage won’t increase unemployment. FACT: Rutgers Business School calculated that a $15 minimum wage would decrease employment rates for low-wage workers by 5.5%. It would also cause a rapid expansion of work automation – killing jobs and replacing low wage workers with kiosks and robots. 5.) A $15 minimum wage won’t impact Florida’s retirees. FACT: In addition to increased cost of everyday goods, a $15 minimum wage will increase the costs of nursing care and stay-at-home assistants and care workers. Particularly for the many seniors living on fixed incomes, this may force many of them to either try to make do with less or force them into assisted living and nursing facilities as the cost of staying in their own homes becomes too high. The Winter Haven Chamber has taken a position on Amendment 2 and that position is to VOTE NO. Explanation below. Polk State College will hold commencement ceremonies this academic year and invites the graduates of 2020 and spring 2021 to participate on May 6, 2021. The College will host a virtual celebration on December 10, 2020, for fall 2020 graduates.
The in-person fall commencement ceremony that was scheduled for Thursday, December 10, 2020, will not occur. This decision comes with the health and safety of students, families, and employees at the forefront. Given the ongoing uncertainty presented by the COVID-19 public health emergency, the College determined that it is in the best interest of community health to avoid hosting such a large public gathering. The College explored several alternatives and determined that it would be best to host a virtual graduation celebration on December 10 at 6:30 p.m., and a series of drive-thru events to allow students to pick up diploma covers, honors cords, and alumni items the week prior to the virtual celebration. Students are asked to monitor their College emails and polk.edu for additional information as it becomes available. The cancellation of the December in-person ceremony will not impact students graduating and receiving their certificates or diplomas by mail if they meet all graduation requirements. It is important that students still complete the graduation application, which officially notifies the College of a student’s intent to graduate. The application’s deadline is Friday, October 30, at 5 p.m. Students may submit their graduation applications through PASSPORT under “Advising.” More information about graduation is available online at www.polk.edu/academics/graduation. The College apologizes for any inconvenience and thanks students and employees for their continued cooperation and patience during this unprecedented public health emergency. The College continues to monitor the COVID-19 pandemic closely and will provide updates via the College’s COVID-19 page on polk.edu, College email, and social media. United Way of Central Florida raised $12,131,776 in its 2019/2020 fiscal year to benefit local health and human service programs. Part of the $12.1 million total includes $2.2 million from the Polk County Board of County Commissioners to provide direct aid to individuals impacted by they COVID-19 pandemic. Each year more than 120 community volunteers give a total of 2,300 hours of their time to the allocation process to ensure that only programs that demonstrate measurable impact are trusted with United Way dollars. The programs are thoroughly assessed by our Community Investment Team volunteers to make certain that significant results and outcomes are achieved. Those volunteers invested UWCF dollars into 86 programs at 51 partner agencies. Volunteers work together to evaluate funding requests. Teams participate in site visits, study applications and assess the effectiveness of services before recommending funding allocations. “The Community Investment process ensures wise investment of hard-earned dollars contributed to our campaign,” said Christina Criser Jackson, President & CEO of UWCF. UWCF invests in services that address the most critical issues in Central Florida in the areas of health, education and financial stability. Additionally, UWCF and GiveWell Community Foundation partnered this year to create the United Community Relief Fund to provide local nonprofits with additional money to help their clients through the COVID-19 pandemic. A $310,056 disbursement was made in April to 34 organizations and a second disbursement of $300,740 was made in September to 33 nonprofits. For this year’s Community Investment allocations, the following nonprofit organizations will receive funding for needed community programs and services.

Registration is now open for AdventHealth’s new community COVID-19 drive-up testing site at AdventHealth Heart of Florida, located at 40100 US-27 in Davenport. The entrance to the testing site is off of Park Place Blvd.
Registration is highly encouraged, and those who wish to be tested should visit https://www.adventhealth.events/event/7932 prior to arrival. A doctor’s order is not needed to receive a test. There are no out-of-pocket costs, regardless of insurance status. Polk County will cover the cost of those who are uninsured. The test consists of a nasal swab. The site will be open Monday through Friday from 7 a.m. to 2:30 p.m. Results currently take up to five days from the time of collection. Those tested will receive printed instructions as well as a text message on how to retrieve the results. Those who test positive will receive a call from a nurse to review the results and provide care instructions. To date, AdventHealth has tested more than 230,000 people in its Central Florida hospitals and urgent care facilities — more than any other health care system in Florida, according to the Florida Division of Emergency Management. The drive-up testing site is operated by AdventHealth Lab and AdventHealth Heart of Florida in partnership with the Polk County Health Department. The Utility Customer Service Division implemented the online Smart Energy Water (SEW) portal and Mobil App providing customers with more information, greater options, and an improved experience. Customers are encouraged to download the new Mobile App to access the same online services. Search for “WH2o” in the Google and Apple store. These new account options accept credit cards and e-checks, stores payment methods for future payments, and offers the “Auto Pay” enrollment option. Notification preferences such as “Text & Pay” can also be set up for bill due-date reminders so customers can pay bills with one easy text. When opening an account for water utility service, the Utility Customer Service Division has created an easier and more convenient process. Once a service application is completed and submitted either in person or electronically via the City website, a credit verification system (this does not include a credit check) is used to confirm the applicant’s identity. This eliminates the need to submit an original copy of a social security card and driver’s license when applying for utility services. Certain temporary service policies have been established to better accommodate the needs of local licensed realtors. When water service needs to be activated for an inspection, a deposit is needed for three-day temporary service. Just complete the simplified application on the City website and a Utility Customer Service Representative will contact you to confirm your request. Account fees and water use will continue to be charged on a monthly basis. These customer service enhancements were developed as part of the Best Practice process to better serve the Winter Haven Utility customer. The AdventHealth Fieldhouse at Chain of Lakes Park includes a comprehensive redesign of a 69+ acre site owned by the City. In December of 2017, the City engaged a team of consultants including Straughn Trout Architects, Rodda Construction, and Whitehead Construction to begin the renovation of the landmark Chain O’Lakes Complex facility and designed its notable expansion now known as the AdventHealth Fieldhouse at Chain of Lakes Park. directors during its regular monthly meeting on August 12. In addition to serving on MOW’s board, Brown is a volunteer driver, delivering freshly-cooked homemade meals each weekday to 10 homebound clients on a route in Lake Alfred. He has served MOW as a volunteer driver for more than a year. “We are delighted that Rem has decided to devote even more of his valuable time to Meals on Wheels by serving on our board. The experience he has gained over the past year as a volunteer driver gives him a unique perspective for serving on our board,” said MOW Executive Director Susan Eldridge. Brown and his wife, Caryl, reside in Winter Haven and have two grown children, Caitlin and Ben. The Browns moved to Winter Haven in 1984 from Northern New York State and are members of St. Matthew Catholic Church.
