Pennoni, an award-winning multidiscipline engineering company, makes three new strategic hires to their Winter Haven office. Kelly E. Cranford, J. David Lynn and Jim Hall are the names of the three new Pennoni team members.
Kelly E. Cranford
Kelly E. Cranford, PE, has joined as a senior engineer in the municipal group. In this role, Cranford will be responsible for leading municipal drainage, transportation, and site development projects for our Southeast clientele.
Cranford has over 25 years of experience in municipal, commercial, and residential site design and construction management. Prior to joining Pennoni, Cranford was the capital program manager for the City of West Palm Beach, Regulatory Section Leader at South Florida Water Management District and project manager/design engineer with several consulting firms. Her diverse experience includes project development, scheduling and implementation of projects under a $40 million bond, along with the City’s 5-year CIP program projects; supervising a team responsible for the review, recommendation of approval, and enforcement of Environmental Resource and Consumptive Use permits; being a key team member in the development of the Florida Ranchlands Environmental Stewardship Pilot Program which evolved into the Dispersed Water Management Program; designing, permitting, managing construction and certification of private and municipal site and roadway projects.
Cranford is a registered Professional Engineer in the state of Florida, a certified Storm Water Management Inspector, and a graduate of the Florida Engineering Leadership Institute. She received her undergraduate degree in Civil Engineering from the University of Florida. In 2014, Cranford was named Engineer of the Year by the Treasure Coast Chapter of the Florida Engineering Society. She is currently the chair of the Florida Professional Engineers in Government (FPEG) practice section of the Florida Engineering Society and chairs the Florida Engineering Society’s Annual Conference Committee.
J. David Lynn
J. David Lynn has joined as a senior designer and brings over 25 years of site design experience on projects throughout the United States with him. As senior designer, Lynn will be responsible for utilities, site development, drainage and CAD design for municipal engineering projects throughout Florida.
Prior to joining Pennoni, Lynn worked as a senior civil designer for a local engineering and surveying company in Tampa, FL and previously served as senior civil engineering designer for Mesa Associates, Inc. in Knoxville, TN, Strickland Engineering in Jackson, MO. Lynn has extensive experience as being both a project manager and project designer. He possesses knowledge of all phases of project development, including conception, property re-zoning, final design, project approval, and construction which make him an invaluable designer for our Southeast region.
Lynn is bringing Pennoni his experience with both government and industrial projects, in addition to his understanding of nuclear and fossil power generation plants, commercial developments, educational and religious facilities, and single family and multi-family residential developments.
Lynn attended Washington University and St. Louis Community College in St. Louis, MO.
James L. Hall, PE, has joined as a senior engineer specializing in water/wastewater. In this role, Hall will be responsible for the design of water/wastewater treatment, pumping, and collection systems along with electrical and control systems for our Florida projects. Hall has over 21 years of extensive experience in the design and implementation of systems integration and controls for municipal projects, design, and construction of major pumping and mechanical systems for water and wastewater applications.
Prior to joining Pennoni, Hall also worked for Rocha Controls/Advanced Engineering & Controls as the general engineering manager of operations. Hall also has experience working in the public sector. He worked for Pinellas County, FL for more than seven years and served as the utilities division manager/interim utilities engineering director. While with the county, Hall was responsible for overseeing its capital improvements and asset management programs. Hall received his Bachelor of Science in Mechanical Engineering in 2002 from the University of South Florida, Tampa, FL. He is a Registered Professional Engineer in the state of Florida. Hall is a member of the Florida Engineering Society, Tau Beta Pi Mechanical Engineering Honors Society, and Pi Tau Sigma Mechanical Engineering Honors Society.
Previously, Hall earned his Master of Performance in 1987 from Northwestern University and his Bachelor of Arts in Music in 1985 from the University of South Florida. Hall’s musical career has been a success; he holds 3 musical related patents, plays with the opera in Tampa, has performed around the world, and has played with the following performers: Andy Williams, Johnny Mathis, Red Skelton, Milton Berle, Bernadette Peters, Julie Andrews, Mickey Rooney, Liberace, George Burns, Phyllis Diller, Roberta Flack, Burt Bacharach, Dionne Warwick, and more. He has also toured South America with Natalie Cole, played in a group called Chuck Own and the Jazz Surge (who have five albums, two of which were nominated for Grammys), The Comet's Tail, and River Runs.
